Using strategic planning, organizational development, and improved management information systems (MIS)--including mobile tablets, telecommunications, and biometrics, he has worked to make countries and organizations more effective. Predominantly in education and health, he has worked in 72 countries on four continents including work in Mexico, both North and sub-Saharan Africa, the Philippines, the Arab Gulf states, and all states in the U.S.
